Dr. Shakuntala Misra National Rehabilitation University was created by a founding ordinance dated 29 August 2008, later formalised through Uttar Pradesh Act No. 1 of 2009 and amended by Act No. 24 of 2011. Based on Mohaan Road, Lucknow, it describes itself as the first university of its kind built to give differently-abled students accessible, barrier-free higher education, reserving seats horizontally for them across its courses.
