Bhagat Phool Singh Mahila Vishwavidyalaya grew out of the girls' Gurukul that Bhagat Phool Singh started at Khanpur Kalan in 1936, after opening a boys' Gurukul at Bhainswal Kalan in 1919 that is now the university's south campus. The Gurukul began with three students and was run and expanded by his daughter Subhashini Devi until her death in March 2003. In November 2006 the Haryana Legislative Assembly passed a notification that turned it into a full-fledged state university.
